The Sindh
Police (Sindhi: سنڌ پوليس, Urdu: سنده پولیس) is a Law enforcement
agency established in 1843 under proclamation issued by Sir Charles
Naipiar, who became the conqueror of the State of Sindh by defeating the forces
of Talpur rules at battle of Miyani near Hyderabad on 20 March 1843. This was
the first ever Police force established in the Indian subcontinent.[citation
needed] Ever since its inception, the organization
raised on the model of Irish Constabulary to maintain law and order and law enforcement in Sindh, Pakistan. The department serves an area of ~140,914 km2., and has about ~105,234 police officers and staff to serve
in the department. As of current, Allah Dino (AD) Khawaja is the current Inspector-General who was appointed in 2016.[2]
In March 2016, A.D. Khawaja took charge as IG Sindh Police. He
could retain the post for only nine months, he was sacked by the Sindh
government, reinstated by court order and again sacked on 2nd April,
2017
Khawaja, then AIG, led a three-member fact-finding committee
to inquire the allegation of corruption, illegal appointments in the
police and a lack of transparency in allocation of cost of investigation to
investigation officers. The findings of the reports led to the sacking of
former Sindh IGP Gulam Haider Jamali over corruption charges.
The former IG Sindh Police Ghulam Haider Jamali was sacked in
March 2016 after the Supreme Court (SC) ordered the National Accountability
Bureau (NAB) to probe the alleged corruption in Sindh Police.

It is a fact that ever since A.D Khwaja took charge
of Sindh police, there has been reduction in street crimes in Karachi and oppression
of the poor by landlords in interior Sindh. The thing that seems to have broken
the camel’s back is his recent order asking thousands of plain clothes men in
police service to put on uniform and contribute in normal police service.
Although it seems like a very reasonable action it reminds me of a conversation
I had with a young Sindhi police officer many years ago. The young man was
convinced that anything that happened under the supervision of the Chief
Secretary and the IG had to be legal and honorable. So he described how in the
small police station where he was posted plain clothes men used to deposit
about three lac (300,000) rupees every day by extortion from street hawkers,
encroachers gambling den and prostitution centre runners and other wrongdoers.
According to him the money was divided into three parts according to some
formula, and the Chief Secretary and IG’s representatives collected their
shares. Of the money left with SHO, most was spent on delivering groceries and
buying plane tickets for the families of “high officials” and “leaders”. Of course,
there is also the question of boosting party coffers for the coming elections
when votes may cost more than before.

This should serve as an eye opener for those who are blinded by the Indian propaganda of Terrorist activities in Pakistan. Though
India isn't at war at present like many countries in Middle-East, yet India had
the highest number of bomb blasts in the world in the past two years. According
to the statistics of the National Bomb Data Centre (NBDC), which is part of
NSG, India's number in terms of having blasts is even greater to countries like
Iraq, Syria and Pakistan which are more or less at war for the last decade.
The
NBDC analyses and disseminates data related to bombing incidents in India and
across the world.
Bombshell Tells how
India fares when it comes to blasts
In 2016, India witnessed over 337 Improvised
Explosive Devices (IED) blasts. According to Bombshell, the journal
published NBDC, nin 2015, a total of 268 IED
blast rocked various parts of the country whereas country saw 190 blasts in
2014, 283 blasts in 2013 and 365 in 2012.
In
comparison, Iraq, one of the most hostile places at present in the world,
witnessed a total of 221 IED blasts last year to be in the second spot in the
list.
Our
neighbour Pakistan with 161 IED blasts remained at fourth spot to be followed
by another hostile place Afghanistan with 132 IED blasts, Turkey with followed
by 71 in Thailand, 63 in Somalia and 56 in Syria.
In
2015, Iraq witnessed 170 IED blasts, Pakistan 208, Afghanistan 121, Iraq 170
and Syria 41.
The
states which suffered the highest number of IED blasts last year were
Chhattisgarh-60, Jammu and Kashmir-31, Kerala-33, Manipur-40, Odisha-29, Tamil
Nadu-32 and West Bengal-30.
Last
year, one among many high-casualty bomb blasts took place in Bihar on July 18.
Ten commandos of an elite CoBRA battalion of the CRPF were killed when a squad
of 200 Maoists trapped and cordoned the troops and exploded about 22 IEDs in
the Aurangabad-Gaya forest area in Bihar.

in India
Last
year, there was a 26 per cent increase in IED blast incidents vis-a-vis 2015
and casualties have increased by 3 per cent vis-a-vis 2015, according to the
NBDC.
An
analysis of IED data for the last 10 years (2007-2016) has revealed that there
has been an average of 277 blasts, 223 fatal casualties and 724 non-fatal
casualties over the years.

The Doctrine of Terrorism

Lahore Gulshan-e-Iqbal bombing:
On 27
March 2016, a bomb
blast occurred in the parking area of
Gulshan-e-Iqbal Park, just outside the exit gate and a few feet away from
children's swings, killing at least 72 and injuring over 300 people.[1] Taliban
faction Jamaat-ul-Ahrar has claimed responsibility[2] for
the attack.
2014
Peshawar school massacre:
On 16
December 2014, seven gunmen affiliated with the Tehrik-i-Taliban (TTP) conducted a terrorist attack on the Army
Public School in the northwestern Pakistani city of Peshawar.
The militants, all of whom were foreign nationals, included one Chechen, three Arabs and two Afghans. They entered the
school and opened fire on school staff and children,[8][6] killing
141 people, including 132 schoolchildren, ranging between eight and eighteen
years of age.

widely publicized and mourned incidents of terrorism in the Western World are
the terrorist attacks in New York, London, Paris, Mumbai, Brussels etc.
Suicide
bombers are literally manufactured. Young boys are bought from orphanages
attached with seminaries and bred as zombies until they can be used for the
despicable purpose.
Terrorism literally means a philosophy or
doctrine of carrying out violent acts that cause extreme fear and shock and
temporarily paralyze affected people both physically and mentally. Although in
most civilized communities the idea is despised and termed as sadism, it is still
an option for the military.
In ancient times, armies that held siege of
a fortification used lobbing of fire balls across the walls to force the
inmates to open the gates and surrender. The wicked technique reached its
pinnacle when the Americans dropped atomic bombs on the Japanese cities of Hiroshima
and Nagasaki and succeeded in making the Japanese surrender in a state of shock
and horror.
The widely stated and understood motive
of the terrorist activities are the lust of power by various breakaway warlords
in the Muslim world with illiterate following and an extremely distorted
concept of Islamic injunctions. The seem to think that by carrying out their
ghastly terror attacks they can terrorize and persuade their target to
capitulate and join them. Obviously they are living in a fool’s paradise.
Rise of Islamic empire. The Islamic
Caliphate of Madinah spread like wild fire because it had much to offer such as
social equality, impartial justice, clean and healthy way of life, fair and regulated
trade, State care for the handicapped, educational facilities and encouragement
of research. It also had the advantage of superior weaponry in the form of sabers
made of Damascus steel.
The present day self styled caliphs such
as Abu Bakr Al Baghdadi and the successor of Mullah Omar have nothing new to
offer to the world, instead they promise a rustic and chaotic government as
demonstrated in Afghanistan. Their weaponry is mostly secondhand except in
cases where they are used by one major military power against another.
Dissolution of Ottoman Empire: The
caliphate preserved the national identities of the people such as Hijazi,
Egyptian, Syrian, Persian, Turk, Indian etc. and the state capital kept
shifting according to the power and influence of the constituent nationalities. The Ottoman empire was weakened to such an extent and so many of its constituents had ditched it that at the end of WWII it became unsustainable.
Pan-Islamism: After the dissolution of
the Ottoman Empire which represented the last Caliphate following WWI, a Pan-
Islamic movement started in the Muslim world which intended to ignore
geographical boundaries and recognize the entire Muslim population of the world
as one nation. It was a purely intellectual movement and had no violent
intentions. Yet in some countries such as Egypt and Turkey (that had once led the Caliphate) it was outlawed and its members persecuted until they turned violent.
The atrocities on the Muslim populations of Palestine and Kashmir created widespread resentment in the Muslim world and sympathy and support for militant organizations aspiring to protect and augment the freedom movements in the above and other parts of the world grew.

Re-emergence of the Caliphate concept: In the 1970s the idea of the reestablishment
of the Islamic Caliphate started getting discussed with emphasis on Islamic
system of justice and unifying the military power of the Islamic states. The
OIC was formed and a number of leaders in the Muslim world started dreaming of
occupying the coveted position. The reasons could be more than one.
Israeli Inspiration: The establishment of
the Israeli state soon after WWII and its phenomenal success convinced many
secular Muslims that Islamic Renaissance could be achieved by forming a global theocratic
Islamic Caliphate.
Prophecies of Nostradamus: There was much
publicity of the prophecies contained in various quatrains of Nostradamus which
were interpreted by Christian scholars of the subject as indicating wars
between Muslims and Christians that would result in the destruction of
Christian power and domination of Muslims. Whereas Muslim adventurers were
ecstatic, Christian zealots started working to divide and weaken the Muslim
world to avoid the predicted disaster.
Baba Vanga: The prophecies of the
Bulgarian Nostradamus received publicity and created particular sensation as it
gave exact dates for the things to come.
The old woman said:
"great Islamic war" would begin in Syria
culminating in complete control of Rome, in 2043."
This gave the various Muslim adventurers an impetus
to lay the foundations of the caliphate and a race started among the likes of
Osama Bin Laden, Mullah Omar and Abu Bakr Al Baghdadi to achieve a defined
target. Their lack of knowledge of the
world and blind zeal has been exploited by numerous powers of the world to
achieve their own vested interests including destabilizing their Muslim
adversaries.
It seems that the present woes of the
world originate from follies of the superstitious in the Western world.

Paris Bleeds
Indiscriminate
killing of people (and even animals) is a heinous crime no matter who does it
or where it happens. One can only sympathize with the unsuspecting Parisian who
were going about their usual routines and suddenly found themselves in the
middle of a mayhem in which many innocent citizens got killed and injured. Even
more saddening is the fact that more indignities and curtailment of civil
liberties of the French in general and Parisians in particular will follow in
the wake of this tragedy.
Yesterday
I made it a point to watch BBC and CNN’s coverage of the event as much as
possible. BBC had a constant ticker saying that French president Hollande had
accused the Islamic State of the attack although the gentleman himself had used
the Arabic acronym ‘Daesh’ and the commentators made it a point to put emphasis
on the word Islamic in all their comments. At one time there was also a report
that the Pope had called the Paris carnage a prelude to World War 3. There are
people in the world who might interpret the Pope’s alleged statement as a
divine signal to start a new crusade against the Muslims. One wonders how much
influence Zionists and Hindu extremists have in BBC; both of whom would love to
see a religious war between Christians and Muslims. CNN’s coverage was
considerable sane and sober; perhaps they have learnt from 9/11.
The
irony of fate is that not only the Paris carnage but also a lot of death and
destruction in Syria could easily have been prevented. For months we have been
seeing the pictures of long columns of brand new latest model Toyota trucks carrying
ISIS troops. Toyota trucks are not made in the deserts of Syria. They must have
been imported from Japan. If any of the many intelligence agencies involved had
taken the trouble of obtaining the chassis or engine number of any one of these
trucks, the supply route and the financial support of ISIS could have been
traced within hours. Very strange that nobody thought of it.
Let
us use hindsight to analyze this situation. Al-Qaida, its jihadist network and
Taliban were financed and trained for the specific purpose of confronting the
Communists in Afghanistan and preventing them from advancing towards the ‘free
world’. The ill educated Muslim mercenaries who believed that the pre-Islamic
Arabian culture (jahlia) was the true Islamic way of life did a great job and
not only liberated Afghanistan but in the process also dismantled the Soviet
Union. Quite naturally the Taliban &
Co felt that they had a right to rule the conquered land as per their whims and
refused to hand over the booty to the financiers. The result is before us.
Syria
is the last stronghold of Communism in the Middle East and it seems that
Abubakr Baghdadi was chosen as the new Osama bin Laden for Syria who managed to
raise an army of ill-educated rustic Muslims similar to the Taliban. But as the
gang started achieving military successes, it also declared the formation of
ISIS (a mockery of an Islamic state) which angered its sponsors. The Russians would naturally do everything to
protect their only remaining ally.
Since
most of the lands conquered or liberated by them are still under the effective
control of the US military, I would appeal to them to stop this game of death
and destruction and invest in the education and uplift of backward people of
all religions and races. With signs of extra-terrestrial life becoming more
positive, they would still have a role and importance in a peaceful and
harmonious world of tomorrow.

ISIS = Latest ploy of American Shale oil manufacturers to maintain turmoil in the middle east and
keep the price of petroleum up. (The idea of uniting Iraq and Syria into a single democratic state having balanced populations of Shias and Sunnis is not a bad one.)
